The photos carry the location and time clearly, but requirements differ by office and change over time. Check what the office asks for; GPS Map Camera makes no legal promise.

Can I add the location to photos I took earlier?

Yes, if the photo has a stored location. If not, you can add your current location and the stamp will say “location added later”.
